WND Associates was retained by Reserve Properties Limited to assist in the application approval process for a proposed development of 277 Wellington Street West. The proposed redevelopment includes an existing nine-storey office building at the southeast corner of Wellington Street West and Blue Jays Way in the heart of Toronto’s Entertainment District with a new 60-storey mixed use tower. In February of 2023 WND Associates provided extensive evidence at an Ontario Land Tribunal settlement hearing in support of the settlement with the City. An interim Order of approval was issued in March of 2023.
As we reflect on the past year, WND Associates is proud to highlight a year of significant accomplishments and growth. Throughout 2023, WND Associates was pleased to play a key role in achieving significant permissions for new housing and employment across the Greater Toronto Area. Highlights include the approval of a 60-storey mixed use building at 277 Wellington Street West (Toronto), a 50-storey residential building at 77 Roehampton Avenue (Toronto), a 9-storey mixed use building at 120 Metcalfe Street and 101-103 Mosley Street (Aurora), and multiple residential and mixed-use buildings, ranging in height from 18 to 39 storeys at 100 and 110 Clegg Road (Markham). These approvals amount to approximately 4,140 new dwelling units and 30,000 square metres of new non-residential space. WND Associates looks forward to future accomplishments in 2024.

Woodbine Square, 1122 Queens's Plate Drive
WND Associates was retained to assist with the Site Plan Control application for the portion of the Woodbine Racetrack development known as Woodbine Square, located north of the Woodbine Grandstand building. Woodbine Square is envisaged to be home to a redesigned walking ring, a vibrant multi-functional main street, public greenways and other outdoor gathering spaces, designed to create one-of-a-kind experiences to foster strong social connections for local residents and visitors. The development received Site Plan Approval in March 2023, and is currently under construction.

1455 Royal York Road
WND Associates was retained by Sunrise Senior Living to assist in the development application approval process for the proposed development of 1455 Royal York Road. The development consists of a 4-storey building that provides a total of 94 new units for those in need of long term care within the City of Toronto. The development supports new residents by catering to the needs of the residents through the implementation of a landscaped courtyard and introducing numerous significant improvements to the local public realm though the provision of a network of pedestrian pathways and landscaped spaces for residents of the building. In addition to these outdoor improvements, the development provides for 1,377 square metres of indoor amenity space comprised of a lounge, bistro, parlour, dining halls and activity rooms. The development received Site Plan approval in July 2023, following the approval of Zoning By-law Amendment in 2022.

580 The East Mall
WND Associates was retained by Starlight Developments to assist in the application approval process for a proposed development at 580 The East Mall. The proposed development consists of an infill rental residential apartment building comprised of 22 storeys with a total of 223 new rental units, providing increased housing opportunities that are accompanied by an improved landscaped courtyard and pedestrian connections to Capri Park and enhancing the connectivity and the livelihood of the public realm. In addition, the proposed development introduces a total of 174 square metres of privately-owned publicly accessible open space (POPS) integrated within the redevelopment and revitalization of this existing block. The Zoning By-law Amendment received approval by the Ontario Land Tribunal in May 2023 following WND Associates’ extensive evidence in support of the settlement with the City.

11 Catford Road and 20 Broadoaks Drive
WND Associates was retained by NHD Developments Limited to assist with the development application approvals process for 11 Catford Road and 20 Broadoaks Drive. The proposed development provides for two 4-storey townhouse blocks, one 11-storey mixed-use building, as well as a 21-storey and 25-storey tower connected by a 6-7 storey podium element, providing a total of 1,109 new residential units. The proposed development will also provide a new 2,250 square metre public park with 2,500 square metres of open space for existing and future residents. WND Associates participated in mediation sessions with the city and other parties, and subsequently provided evidence at the Ontario Land Tribunal in support of a comprehensive settlement of the Official Plan Amendment and a Zoning By-law Amendment applications. The Ontario Land Tribunal issued its decision in November, 2023. Site Plan Control and Draft Plan of Condominium Applications are currently under review.

WND Associates was retained by G.R. Feldman Investments Ltd. to assist with the approval process for a residential building in the Davisville area of the City of Toronto. The proposed development at 45 and 57-93 Balliol Street is comprised of a single 41-storey building, with a total of 477 new residential units providing a range of unit types. A key element of this proposed development is the proposed public park located within the eastern area of the site, making up 21% (906 square metres) of the total site area which enhances the proposed development’s relationship with the public realm and provides new open space within this development block. The proposed development received Council approval in July 2023. WND is currently assisting the owner with the Site Plan Control Application process.

WND Associates has been retained by St. Clair and Birchmount LP to assist in the application approval process for a mixed-use redevelopment located at 3431 St. Clair Avenue East. The proposed development is comprised of a 13-storey mixed-use residential building spanning the entire block, with at-grade retail uses, and a new rear private laneway to provide improved access, reduce impacts on the public realm and increase safety for pedestrians. Other elements such as new landscaping and publicly accessible green space improvements are proposed for the local pedestrian environment. The development will replace an existing single storey retail plaza. The proposed development received approval of both the Official Plan Amendment and Zoning By-law Amendment applications in August 2023. WND is currently assisting the owners with the Site Plan Control Application process.

WND Associates was retained by NDB Northcliffe South 1 Inc. to assist in the application approval process for a residential building at 632-652 Northcliffe Boulevard in the City of Toronto. The proposed development will intensify an under-developed Apartment Neighbourhood that has access to a full range of amenities, services, infrastructure and open space, including the soon-to-open Fairbank LRT Station on the Eglinton Crosstown (Line 5). The proposed development is comprised of one tower of 40-storeys and introduces 442 new housing units that will contribute to a diverse supply and mix of housing options in this rapidly evolving part of the City. The Zoning By-law Amendment received Council approval in July 2023 and WND is currently assisting the owners with the Site Plan Control application approval process.

WND Associates was retained by Block Developments Management Limited to assist with the application approval process for a residential building development at 22-26 Greenbriar Road in the City of Toronto. The proposed development contributes to meeting density and intensification targets through the provision of a 24-storey residential building on an underutilized lot. It will introduce 351 new residential units supporting a diverse supply and mix of housing options. It will improve the streetscape and general walkability and desirability of the area through proposed improvements to landscaping and the built form to mitigate impacts on adjacent sites. The Zoning By-law Amendment, Official Plan Amendment, and Rental Housing Demolition Applications received Council approval in May 2023.

WND Associates was retained by Terra Bona Developments Ltd. to assist in the application approval process for a 6-storey mid-rise residential building at 10811 to 10819 Jane Street in the City of Vaughan. The proposed development provides 174 new high-quality housing units, in a range of unit types, in proximity to surface transit options, existing and planned employment opportunities, Highway 400, and with connectivity to the existing Maple GO station and future Kirby GO station. It will also introduce an attractive and compact built form that improves the streetscape and public realm along Jane Street and appropriately transitions in scale from the existing heritage features of the Hamlet of Teston. WND provided evidence in support of a settlement with the City of Vaughan at the Ontario Land Tribunal in November 2023.

WND Associates was retained by The R.W. 77 Land Corporation to assist with the application approval process for a 50-storey residential building at 77 Roehampton Avenue in the City of Toronto. The proposed development will contain 542 new residential dwelling units and 81 rental replacement units, providing a total of 632 residential dwelling units. The proposed development introduces new housing options in a compact tall building form that is compatible with surrounding land uses and emerging high-rise built forms within the Redpath Park Street Loop Character Area and is further compatible with the Eglinton Green Line Mixed Use Area to the south where significant additional intensification is planned. The Zoning By-law Amendment and Rental Housing Demolition Application received Council approval in October 2023.

WND Associates was retained by 120 Metcalfe JV to assist with the application approval process for a mixed use building at 120 Metcalfe and 101-103 Mosley St. in the Town of Aurora. The proposed development will provide apartment units, providing 600 new high-quality housing units with appropriate transitions to lower-scale forms and uses, and can be adequately served by the existing municipal infrastructure. WND provided evidence in support of a settlement of the Zoning By-law Amendment and Official Plan Amendment applications at the Ontario Land Tribunal in October 2023.

WND Associates was retained by New Earth Real Estate Corp to assist with the application approval process for a 2-storey Garden Suite and a 3-storey Fourplex at 76 Eastwood Road in the City of Toronto. The minor variance application received approval with conditions at Committee of Adjustment in February 2023.

100 and 110 Clegg Road
WND Associates was retained by New World Centre (Markham) Development Corporation to provide planning consulting services with respect to Official Plan Amendment, Zoning By‐law Amendment and Draft Plan of Subdivision Applications for a three-phased mixed-use development comprised of four buildings with eight towers at 100 and 110 Clegg Road. The proposed development is comprised of 2,850 residential units spread across three phases of development and consists of podium heights ranging from seven to nine storeys; tower heights from 18 to 39 storeys; a pedestrian sky bridge connecting the Phase 2A and Phase 3 buildings; two new north-south public roads; and a new stratified public park. The Official Plan and Zoning By-law Amendments received Council approval in June 2023. WND is currently assisting the owner with the Draft Plan of Subdivision Application process.
